Yes and no. The majority voted for it because it was the only way to get an election. Voting "no" would've continued NCPO rule indefinitely if their words and actions were to be believed. Furthermore, changes were made to the draft constitution without the support of a referendum. Fundamental changes to how the country and its financial resources were allowed to be governed.

Yes in Thailand. 
Democracy worked, the governments that were elected reflected the will of the people… that’s why the coups happened.

Now that democracy is back, it is here to stay, when MF form government sometime within the next decade they will introduce irreversible changes for the betterment of the country - the dinosaurs are now no more than dead men walking. Thai style Fascism has been defeated

Yep, that's democracy Thai style in a nutshell with a certain higher institution manipulating the constitution. However, no one forced people to cast a vote in this referendum.
