Hi, have a question : Can a loek krung with the age of 19 years (minor?) just  with his thai ID card open and manage a thai bank account without any of his parents there?

Call the bank and ask them.

And not every bank has the same regulations.

Try opening an account online, I think those only require a Thai ID card

A ‘luk-krung’ is just a term... A person with mixed nationality parents and with a Thai ID is a simply a Thai citizen here... there is nothing stopping them from opening a Bank account (over 15 years old).
