Isn't there a speed limit already on the roads?? ???? So "top speed" only mentioned in specs.

Yes, it's called a crumple zone. All modern cars have them and is designed to absorb the energy of an impact. But this is really extreme. The engine has been rammed so far back that you see part of it sticking out from underneath the driver's door.
