We start a company, register for VAT (Form VAT 01),  

we have also make costs before register company and paid VAT, from which date can you ask VAT return from the register date or when you received VAT Registration paper or before

registration.

From the register date. But yuo are not likley to get VAT refund that easy... Check out this thread:

We ask VAT return, but Revenue Department give us Tax Credit, our company only export 0%, when she pay Vat return back or she never pay.
