I understand he enacted a "war on drugs" policy and that a few thousand were killed... killed by rival drug gangs and drug bosses out of fear of being dobbed in.

You have to feel so sorry for the guy, his health really has taken a tumble since his return, the pressure of incarceration has really knocked the stuffing out of the poor old boy. I wish him all the best (not).
