I purchased a condo in Bangkok a couple of years ago and tried to get a Blue Tabian Baan book.  I went to the local district office and was told that I could get a Yellow Tabian Baan book (expecially for foreigners) but not a Blue one (which is what the Thai people get).  I was told I would be only able to aply for a Blue Tabian Baan once I had PR.

That's how it worked for me as well. When I bought a condo in Chiang Mai two years ago, the Land Office in Chiang Mai gave me a blank, blue tha-bian baan booklet.

My wife & I took that down to the amphoe office and they said I couldn't put my name in the blue book, but my wife could. They gave me one of the yellow ones for foreigners (the only difference I can see between the two booklets is the colour -- the contents seem to be exactly the same). So now my condo has two tha-bian baan booklets, a blue one with my wife's name in it and a yellow one for mine.

They told me I had to have Thai nationality before I could have my name entered in the blue tha-bian baan booklet. Not sure they really know however.
