A variety of drugs contained in plastic bags were evidently found on the bar’s floors and in the toilets and seized by the police whilst those allegedly found to have used drugs in the dimly-lit bar were arrested.

Deputy Prime Minister-cum-Interior Minister Anutin Charnvirakul who accompanied the authorities in the wee-hours raid said the bar had illegally opened with a licence which had expired a few years earlier.

What does "Minister-cum-interior" stand for exactly?

I'm no English native speaker (in case this refers to an English langauge term) and not familiar with Thai politics, so sorry for my ignorance.

With all the infractions noted, this bar operator certainly pushes his/her luck.

And besides, look what this guy did as Health Minister under the previous administration, he was such a shining light, he handled covid swiftly and effectively, he chose the best vaccine available, and made it easy to obtain for everybody. He is a saint.

Try Google :

Definition of CUM. — used in hyphenated phrases to link nouns that describe a person or thing with two jobs, uses, etc. He was hired as a cook-cum-dishwasher. a patio-cum-sunroom.

Very concerning drug adoption rate - more than 50% of patrons. Country has a huge problem by the look of it.

If you Google "Cum Slang" You will find alternate meaning for use in a different context.
