Council of State denies approving loan bill to fund digital wallet

The Council of State did not give a green light to the government to proceed with the loan bill to borrow 500 billion baht to fund its digital wallet scheme, but offered its legal observations which, if strictly followed, will avoid problems with the loan bill, said Pakorn Nilpraphan, secretary-general of the council, today.

 

He explained that the council’s legal observations will have to be considered by the digital wallet committee. Then the Finance Ministry will have to explain whether the country’s economy is in crisis or not, to justify the issuance of a loan bill.

 

Pakorn said that the government can choose to issue a bill or an executive decree, adding that the council’s observations are just a legal opinion and not an approval for the government to go ahead with the loan bill.

Government in difficulty over loan bill for digital wallet scheme

Senator Tuang Untachai said today he wonders how the government can tell the Thai people that Thailand is currently in a crisis, to justify a loan bill to fund its digital wallet scheme, while Prime Minister Srettha Thavisin, during his recent overseas trips to woo foreign investors, was telling foreign investors that the Thai economy is healthy.

 

After the Council of State made its legal observations about the plan to issue a loan bill, for the 500 billion baht needed for the digital wallet scheme, Tuang said that the government should now be aware that it will be very difficult to press ahead with such a funding method.

 

He recalled that the previous Abhisit and Yingluck governments had tried to issue similar bills to borrow for its major projects, but they ended up in the Constitutional Court which ruled against such bills.

Prayut & Co left the pot empty... of course it's in crisis, but they will never admit it.
