Thank you all for your comments about Taiwan.   It appears that  self drive hire is an option and available via skyscanner.    

 

Looking at other countries.    Has anyone tried self drive in Laos or Vietnam  ?      Have looked at Myanmar and found a car hire firm in Yangon

    Try Malaysia instead, reasonable rates,  fairly good roads. They drive rather fast but seem to be more competent in what they are doing then their neighbours to the north.
