So the bars and restaurants are allowed to serve alcohol up until midnight on the day before (Sunday 21st) is that correct. I believe its a Buddhist holiday. In Thailand it's usually referred to as "Wan Khao Phansa" (transcripts differ). And your calendar is somewhat wrong as Khao Phansa is on 21st of July this year, a Sunday.
