I have been observing this story since earlier this year. It appears that the Joint Venture contractors (Petrofac, Samsung and Siemens) on the 160 Billion Baht Clean Fuels project at the Thai Oil refinery in Sriracha have not paid the sub-contractors and now the workers are on strike.

 

Apparently Thai Oil paid them, but the money did not get filtered down to the sub-contractors, and work is at a halt on the site. 

 

Latest is that PTT will have to pump more money in and is negotiating with Bectel and Wood Group who are overseeing the project.

Having worked for and with several of mentioned entities, entire books could be written about the details missing in this story.

Saipem Singapore or Siemens?

 

The article reads Samsung E&A (Thailand) Co. Ltd., Petrofac South East Asia Pte. Ltd., and Saipem Singapore Pte. Ltd, 

Saipem has withdrawn from the UJV group, leaving behind only the name. Samsung and Petrofac are the only active members remaining.
