I don't think this news item tells the real story of how extraordinarily lucky Zhang Xinyan was. Under normal Thai practice (and especially since Anutin’s Thailand–China Comprehensive Strategic Cooperative Partnership signed in Beijing last month), so-called Chinese dissidents in Thailand are at real risk. This new agreement deepens “security cooperation”, “transnational crime suppression” and “joint operations against fugitives”, all of which Beijing routinely interprets to include Falun Gong, Hong Kong activists and mainland critics. Zhang Xinyan’s case could easily have gone badly. She was overstaying, she had a Hong Kong National Security Law arrest warrant, and she’s a Falun Gong practitioner! Exactly the profile that China wants repatriated. Thailand even blocked her first flight, which fits the usual pattern of "quiet" cooperation with Chinese requests. Ultimately, what saved her was the combination of UNHCR refugee status already approved, Canada’s uncompromising stance, and international human‑rights pressure. Once Canada made it clear that deporting a UN‑recognised refugee to China would turn Thailand into a diplomatic embarrassment, Bangkok backed down.
