Where to report improper work of juristic person

Hi, I'd like to know if in the condominium the juristic person and the board members don't communicate properly and the owners doesn't feel comfortable with their work, is there any Thai government office where the issue can be addressed? Especially the board and the JP not even Thai.

Labour office if he doesn't have a work permit?

the proper place for a complaint is to have it included on the agenda at the AGM and discussed at the meeting. 

The minutes of the meeting are forwarded to the land office for verification and action after the meeting. 

The land office have a maximum 90 days to approve the AGM. However any complaints deemed urgent or illegal are dealt with promptly.

 The Condo manager need not be Thai. A  foreigner selected by the owners with the required work permit is allowed.

Is there any site where the roles and responsibilities defined of a chairman, juristic person, board member... So I can understand who should do what?
