Have American friends living here in Thailand. The husband is 62, and the American wife is under 50. The husband has his Non-O visa. From what we understand, the wife can get a Non-O visa based upon marriage . They filled out the paperwork online with Thai E visa , printed the forms out, and presented them to local immigration, as per the website.

Local immigration said "no" you must apply outside the county.

Anyone know the correct method ?

She can "piggyback" on husbands extension as his dependant.

She would need to enter Thailand with Non O status.

Immigration is correct.

Don't even understand why that was done.

An eVisa for Thailand is applied for from outside of Thailand.

Currently all visas to Thailand in the region are eVisa.

Which immigration office are they dealing with?

Some points on "piggyback" covered here.
