France, Spain, are EU member countries. EU rules are universal. When you can't open an account in Belgium then you can't open one in Austria or in Spain unless you have a permanent address +++

While not having enough money in a Thai bank account does not automatically disqualify you, it gives the immigration officer grounds to deny your extension request.

You keep saying to do your research and the law is the law but you never state what the law really is. You are paraphrasing Section 35 of the Immigration act and I have have posted a screenshot directly from that Act and you have no comment on that.

its oblivious you do not know what Officer's discretion is "the freedom to decide what should be done in a particular situation." nothing to do with the Law !      its the same as if you are riding a motorbike with out a helmet and a cop stops you he might fine you or he might warn you and let you off  its his discretion

But I have not questioned that. There are 2 parts to Section 35 and your" discretion comment is only related to the first instance.

Yes sadly the law is the law, and you need to research the Law it is up to the immigration officer to grant the visa or not (with or with out money) and that is the Law !!
