The want for more protection of it's people maybe? The position it has in the world trade market , dealing with all countries worldwide and the need to ensure America isn't targeted by outsiders wanting to hurt it's people or resources.

Do not drive drunk. You said earlier you can do this here but back home you couldn't get away with it, meaning Thailand has more freedom because of this but the daily deaths and accidents show someone isn't following the laws on the books. The US has many accidents but most involve phone use and drunk driving. You can get caught driving drunk here and might only get  a slap on the wrist, whereas back in the US, you get a fine, loss of driving privileges, and sometimes jail, even on the first offense, and it also goes on your record in a national computer database which is easily checked, and subsequent offenses are harsher. Here, you can get caught in every province and they might never know if you ever did, so it would look like a first offense to them.

Helmets should be worn everywhere. The US has laws in 20 states where you have to wear them. Thailand has it everywhere, yet the laws aren't enforced but in large cities, and the most deaths here happen because of people not wearing helmets on motorbikes, which far outnumber the amount of motorbikes in a much larger country. All fines should go towards whatever the needs for money are, the court system and helping the poor being two.

Fining the poor without helmets gives most to the police.

That's why they need better enforcement here. And less corruption. If you fine the poor, you take away their neded money, they learn a hard lesson so they might not break the laws again, and maybe save their lives.
