I would bet the building would not have collapsed then.  The fact that the one  building that collapsed was under construction was probably not a coincidence.

 

Since the collapse started at the top, it's likely the heavy crane at the top and it's tens of tons of weight was the domino that started the collapse.

I bet my Australian houses  to a $1 bet. in the next year from now, that regular maintenances and regular testing are not actioned! Its like their large trucks. Thailand is not pro activity. It's post activity. They only do it after  a tsunami or major truck accident. Which unfortunately is when many lives are lost or in the case of a tsunami thousands.
