It may have been topped out, but it was nowhere near completed.

If you read my post i said Structure Completed,  cladding, windows, interior fit out still to be completed

when a building is "topped out," it signifies the completion of the structural shell, or the roof, but not the entire project; the building still requires finishing and interior work before it's fully completed

For about 2 years now, I've been watching a professional center go up surrounding the hospital I frequent in Tianjin.  I'm amazed at how much they added to the skeleton after the buildings were topped off.  And the welders tied it all into the skeleton, leading me to believe that the tons and tons of reinforced concrete "cladding" were actually structural elements. 

 

That's the changing nature of construction.  I'll wait for the investigation.

It all depends on the Design  but as i said that buliding was completion of the structural shell, in april 2024

you will be waiting for a long time if you think you are going to wait for an investigation in thailand to be released
