You have to calculate for yourself if a TOU Meter makes sense for you. If you have an EV and/or high consumption at off peak times I would go for. If your consumption is mostly during peak times you pay a higher price than the normal one.

Yea, buy a more expensive, underperforming ICEV, that the petrol degrades every part of the engine it touches when you start it.
