I sometimes give food and small change to a homeless person near where I live. 

 

Ive noticed he has some health issues and needs to see a dr. 

 

I know that anyone working for a thai govt dept or a private business can join the govts social sec system and nominate a hospital etc and get access to medical treatment. 

 

What about homeless people or people who are self employed. Can they register at a local hospital if they have a Thai id card?

 

Is there a welfare department in each city/town to help any homeless people? I want to help this guy.

Ask him if he wants help, and simply take him to the govt hospital.

 

Although may get the run around, if not having a Thai ID.   Which case, maybe a local clinic for a check up.

 

Any amphur office can sort his ID & residence out, as long as he know where registered last and personal info.  Then register him for health scheme to be treated locally.
