Cambodia has been placed 151st out of 193 countries in the United Nations Development Programme’s 2025 Human Development Report, landing it in the “Medium Human Development” category.

 

The findings, unveiled yesterday at the Sofitel Phnom Penh Phokeethra Hotel, underscore both the country’s modest progress and the growing challenges it faces amid global uncertainty and rapid technological change.

 

Published under the theme “A Matter of Choice: People and Possibilities in the Age of AI,” the report explores how artificial intelligence could serve as a tool to advance human development—particularly in nations like Cambodia that are striving to bridge developmental gaps.

 

UNDP Cambodia’s Resident Representative, Alissar Chaker, described the global state of human development as undergoing a “historic pause,” warning that the world is confronting overlapping crises—from climate instability to digital disruption.

 

Cambodia’s Human Development Index (HDI) stands at 0.6, reflecting steady, if uneven, improvements in areas like education, health, and income. However, Chaker stressed that the data reflects more than just numbers. “These achievements stand for significant advancements in people’s lives,” she said.

 

Still, the report paints a complex picture. While Cambodia has made measurable gains, it remains vulnerable to the mounting pressures of climate change, economic shocks, and limited digital infrastructure—factors that could blunt the benefits of emerging technologies like AI if left unaddressed.

 

As the global race to harness artificial intelligence accelerates, the report urges policymakers to act with vision and responsibility. For Cambodia, the challenge now lies in translating innovation into inclusive development—ensuring that no one is left behind.
