MOSCOW, June 16 (Reuters) - Russian oil producer Tatneft is imposing restrictions on the sale of petrol and diesel at all its stations across Russia, news agency Interfax reported on Tuesday.

Interfax quoted a company hotline as saying that temporary limits had been imposed on fuel purchases, and only cash payments were being accepted.

Tatneft is Russia's fifth-biggest oil company and has a network of hundreds of fuel stations across the country, with a strong presence in the Moscow region. The company did not provide an official comment on the report.

For many months, Ukraine has been targeting Russian refineries, oil depots, and fuel storage facilities. Apparently with success: motorists are increasingly finding themselves high and dry at gas stations. "We may soon have to shut down agricultural operations," the agricultural industry warns.

Major cities such as Moscow and St. Petersburg are affected. According to the independent Russian exile media outlet "The Bell," the central Russian regions of Ryazan and Oryol are also impacted, as are Pskov and Novgorod in the country's northwest. Karelia, on the Finnish border, and Murmansk, located within the Arctic Circle, are likewise restricting fuel sales. Worst fuel crisis in 21 years

Igor Lipsiz, one of Russia's well-known economic experts, says a third of what Russia can produce and refine is gone. He speaks of the worst fuel crisis in Russia in 21 years.

At the St. Petersburg International Economic Forum in early June, Russian Deputy Prime Minister Alexander Novak, who is responsible for energy issues, acknowledged that Russian oil production is currently lower than usual. However, according to him, this is due to "unscheduled maintenance" at several refineries, not Ukrainian attacks. 😂

Crimea has banned the use of motorised vehicles such as scooters, quad bikes and motorcycles at night-time, saying they sound like drone attacks, Moscow-installed authorities said.

Sergei Aksyonov, the peninsula's Russian-installed governor, said the ban, which he called a temporary measure to guard military and other important facilities, would be in place between 8pm and 6am from Wednesday onwards.

Moscow came under a large-scale drone attack before dawn on Thursday, with explosions reported across the Russian capital and a major oil refinery engulfed in flames as air defences scrambled to respond.

Videos circulating on Russian social media appeared to show drones flying over the city, while thick smoke rose above industrial sites on the outskirts of Moscow. The attack is among the most significant reported strikes on the capital in recent months.

Drones Flood the Skies Before Sunrise

Reports began emerging shortly after 4am, with residents claiming to hear repeated explosions across Moscow and the surrounding region.

As footage spread online, Moscow Mayor Sergei Sobyanin said air defence systems were intercepting drones heading towards the city. By early morning, officials claimed dozens of unmanned aircraft had been shot down.

Despite those assurances, videos continued to surface showing drones apparently reaching targets in and around the capital.

Refinery Fire Raises the Stakes

Attention quickly turned to the Moscow Oil Refinery in the Kapotnya district, where a large fire broke out following the attack.

Russian officials later acknowledged that several drones had reached the facility. Images shared online appeared to show burning fuel tanks and heavy smoke billowing into the sky, raising concerns about disruption to a strategically important energy site.

The refinery has already faced previous attacks, highlighting the growing vulnerability of critical infrastructure far from the front lines.

Damage Spreads Across the Capital

Authorities also reported damage elsewhere in the city. Drone debris reportedly fell near the Sadovod shopping centre, causing minor structural damage.

While officials sought to reassure residents that emergency services were responding, the scale of the assault underscored the increasing challenge facing Russia’s air defence network.

Pressure Mounts on Moscow

The latest strike comes amid an intensifying campaign targeting Russian energy and military infrastructure.

Earlier attacks reportedly damaged refinery operations and disrupted production, increasing pressure on facilities that play a key role in supporting Russia’s economy and war effort.

As fires burned and air raid alerts echoed across the capital, the attack delivered another reminder that the conflict is reaching ever deeper into Russian territory. Whether the latest raid causes lasting disruption remains unclear, but the message was unmistakable: even Moscow is no longer beyond reach.

June 18 (Reuters) - Britain will provide 150,000 drones to Ukraine by the end of 2026 as part of a £752 million ($996 million) funding package, defence minister Dan Jarvis said on Thursday at a meeting of the Ukraine Defense Contact Group in Brussels.

The great-grandson of former Soviet leader Leonid Brezhnev has reportedly been captured by Ukrainian forces after joining Russia’s war effort, adding a striking personal twist to a conflict increasingly shaped by history, symbolism and divided loyalties.

Anton Milaev, 45, was reportedly taken prisoner in Ukraine’s southern Kherson region after serving as a combat sapper for Russian forces. His capture was first reported by Russian Telegram channel Baza.

From Soviet Dynasty to Battlefield Prisoner

Milaev’s story reflects the complex legacy left by the collapse of the Soviet Union.

Although connected to one of the Soviet Union’s most powerful political families, he was born and built his life in independent Ukraine before eventually joining the Russian military campaign. According to reports, he enlisted last autumn and later disappeared from contact with relatives.

For months, his family reportedly had no information about his fate. Only later did they learn he was alive and being held by Ukrainian authorities.

A Symbolic Capture Amid a Grinding War

The reported capture carries significance beyond the fate of a single soldier.

Brezhnev remains one of the most recognisable figures of the Soviet era, having led the USSR for nearly two decades during the height of the Cold War. The fact that a descendant of that political dynasty was fighting against Ukraine — the country where he reportedly built his career — underlines the tangled human consequences of the post-Soviet world.

The war has repeatedly split families, communities and identities across the former Soviet space.

The Moscow oil refinery has completely shut down after strikes by Ukrainian drones, according to the General Staff of the Armed Forces of Ukraine.

Military officials reported the consequences of massive strikes on a number of enemy targets on June 18 and during the night of June 19.

"It has been confirmed that on June 18, 2026, a complex oil refining unit, three RVS-10000 tanks, and one RVS-30000 tank at the Moscow oil refinery were hit. The plant has suspended oil processing for an indefinite period," the statement said.

A new generation of Ukrainian mid-range drones is severely disrupting the Russian military’s supply lines to the southern front lines, striking bridges, trains and fuel trucks – and giving Kyiv a chance to derail Moscow’s plans for a summer offensive.

Video and images of about 150 strikes against Russian fuel tankers, trucks and other vehicles have been geolocated and analyzed by French open-source analyst Clément Molin and the volunteer-run OSINT group Geoconfirmed, as well as CNN’s OSINT team.

It’s likely that many more strikes have gone unrecorded.

Most have occurred since the beginning of May, in addition to a surge in strikes on other targets such as port facilities and ships.

With a range of 50 to 300 kilometers, the drones, all made in Ukraine, are designed to throttle the Russian army’s logistics – adding a new dimension of strikes to Ukraine’s strategy as the war grinds through its fifth year.

Among the newly designed drones are the FP-2 and the Behemoth, which has a cruising speed of 180 kmh (110 mph) and can carry a 70 kilogram warhead.

According to information obtained by Exilenova+, the Moscow Oil Refinery has been shut down following the attacks. The facility is one of Russia’s largest refineries and a key supplier of fuel to the Moscow region.


According to Reuters on June 18, citing industry sources, the latest strike damaged the Euro+ crude oil processing complex, commissioned in 2020 as part of the refinery’s modernization program. The unit includes a crude distillation section with a nominal capacity of around 140,000 barrels per day—approximately 47% of the refinery’s total processing capacity.

Sources told Reuters that the damaged complex also includes a catalytic reforming unit and a diesel hydrotreater. In addition, several secondary processing units, interconnecting pipelines, auxiliary equipment, and fuel storage tanks were reportedly damaged and caught fire.

Reuters previously reported that another major crude distillation unit, CDU-6, responsible for roughly 53% of the refinery’s processing capacity, was damaged during an earlier Ukrainian drone strike on June 16.

Gas stations on the Russian-controlled Crimean Peninsula have stopped selling fuel to individuals and businesses, according to authorities. Russian-appointed Governor Sergei Aksyonov announced via the Telegram messaging service that the halt took effect at 9:00 AM local time on Sunday. Fuel will now only be supplied to state authorities responsible for the operation and security of the peninsula, Aksyonov added.
