Cambodian authorities have arrested a 36-year-old American man accused of producing and distributing child sexual abuse material (CSAM) and committing child sexual exploitation while residing in the country.

The arrest was carried out by the Child Protection Unit (CPU) in collaboration with the Department of Anti-Trafficking and Persons Protection Police, following an email tip-off that the suspect was in possession of CSAM and involved in child trafficking. According to the CPU, the man had explicit material stored on his mobile phone and used the dating app Grindr to communicate with victims, some as young as six years old.

The CPU’s Office of Intelligence tracked the suspect using open-source intelligence (OSINT), which led to the identification and targeting of his residence. The operation was supported by the Commissioner-General of Police and Tbong Khmom Provincial Police Station.

Authorities confirmed that seven victims, aged between 13 and 20, were identified in the case. Digital evidence was recovered and secured for court proceedings. The CPU stated that the suspect had manufactured and distributed CSAM online, raising serious concerns about cross-border exploitation networks.

The arrest highlights Cambodia’s growing efforts to combat online child abuse and trafficking, with the CPU playing a central role in coordinating investigations and intelligence gathering. The case also underscores the importance of international cooperation and digital forensics in tackling crimes that often span multiple jurisdictions.

Officials have not yet released the suspect’s name, but confirmed that he is in custody and will face legal proceedings under Cambodian law. The CPU continues to work with law enforcement agencies to identify further victims and dismantle any networks linked to the case.

This incident serves as a stark reminder of the dangers posed by online platforms in facilitating abuse, and the urgent need for vigilance, both locally and internationally, in protecting vulnerable children from exploitation.
