I wouldn't put all the blame on Chicago (or Hanover Park).  Seems to be a glitch in the immigration database system that cleared a guy on an expired tourist visa to work legally.  That's assuming that Hanover Park is telling the truth and actually did get the clearance.  It wouldn't be the first time a municipal employee lied about doing their job.

 

I do fault Hanover Park for giving him a gun, since it's a crime for him to possess one.  I wonder if anyone's going to be prosecuted for that.  Even if he was legal to work, there is no way it is legal to give him a gun.
