A 10-year-old Cambodian boy has died after reportedly bringing home an unexploded ordnance from a field near the Thai border, reigniting scrutiny over the use of cluster munitions in Southeast Asia.

Sern Sovann was killed on 25 October in Preah Vihear province when the device detonated, seriously injuring his father. Investigators from the Cambodian Mine Action Centre identified the remnant as an M-85 submunition, allegedly fired by Thai forces during July’s border clashes.

Thailand denies responsibility, arguing the damage is inconsistent with its stockpiled munitions.

Cluster bombs, banned by over 120 countries, scatter dozens of smaller bomblets across wide areas. Many fail to explode on impact, leaving lethal remnants that can maim or kill civilians years later. Neither Thailand nor Cambodia is party to the Convention on Cluster Munitions, though Thai officials have acknowledged using them during the July 24–28 conflict, claiming they targeted only military positions.

Human Rights Watch condemned the incident, calling any use of cluster munitions “unlawfully indiscriminate” under international humanitarian law. The organisation urged Cambodia to seek an impartial investigation and push for accountability and compensation.

The tragedy comes just days after a peace accord was signed in Kuala Lumpur. Observers say the incident underscores the urgent need for both nations to ratify the convention and begin coordinated clearance of unexploded ordnance.

For Sern Sovann’s family, the call is not just for justice—but for safety, so no other child meets the same fate.

BS. Who was using cluster bombs in the current conflict with Cambodia - the genocidal THAILAND Air Force:-

Thailand appeared to admit to using cluster munitions during a border conflict with Cambodia in July 2025 . Thailand previously used cluster munitions amid conflict on the border in 2011.

RIP young Mister Sern, a devastating loss of a young life. Thank you Thailand - I don't think so!
