Perhaps it might be better easier to just go with what is noted at birth

weeny  Male  no weeny Female  the very small number who are truly 'inbetweenies' at birth perhaps can 'choose' when they  know what the heck it means. 

Everybody is missing the big picture here. If anyone can self-identify as M, F, or X then it makes that section of the passport completely useless as a form of ID; better to just remove that section altogether 🤔
