EEC Defends High-Speed Rail Contract Amendment

The Eastern Economic Corridor (EEC) Policy Committee is modifying the contract for the high-speed rail project linking Don Mueang, Suvarnabhumi, and U-tapao airports in Thailand. Chula Sukmanop, secretary-general of the committee, explained that the adjustments aim to address significant economic shifts impacting the 225-billion-baht project, which is delayed by six years. The revisions are intended to overcome structural challenges, not to bail out the private operator.

 

This high-speed rail project, initiated in 2017 with the Asia Era One consortium led by the Charoen Pokphand Group, has faced numerous obstacles, including increased costs and reduced revenue projections after the COVID-19 pandemic changed travel trends. Prospective shareholder returns have fallen significantly, from 5.5% to 1.1%, leading to investor reluctance. Major financial institutions such as China Development Bank and Japan Bank for International Cooperation have declined loans, citing an unfavorable risk profile.

 

Delays attributable to pandemic-induced disruptions in land handovers and construction compounded these financing issues. Chula warned that withdrawing current investors might result in a lack of new bidders, as costs are unlikely to decrease, potentially delaying the project further. The proposed contract modification would advance government payments to the operator, improving cash flow and loan access, while also reducing the state's overall interest burden.

 

However, fiscal repercussions accompany the plan. The Attorney General's Office identified several issues requiring clarification, including a 120-billion-baht performance bond. The modified payment framework will require cabinet approval before it can be implemented, reported Bangkok Post.
