Donald Trump’s approach to Russia and the war in Ukraine is increasingly drawing scrutiny from U.S. allies and security analysts, amid growing concern that his policies are aligning with long-standing Kremlin objectives rather than Western security interests.

 

Critics have long accused Trump of exhibiting an unusual deference toward Russian President Vladimir Putin. Those suspicions have resurfaced following recent peace negotiations on Ukraine and the release of the administration’s new National Security Strategy (NSS), which analysts say echoes themes promoted by Moscow for years.

 

Trump’s defenders reject claims that he is acting as a knowing agent of Russia. However, former intelligence officials and Russia specialists argue that Moscow may have successfully shaped his worldview through sustained influence efforts that exploit his transactional instincts, personal grievances, 

and distrust of U.S. institutions.

 

At the center of the controversy is a reported U.S.-brokered peace proposal circulated in November by Trump envoy Steve Witkoff. The draft, which was shared without formal consultation with Kyiv or European allies, would require Ukraine to cede Crimea and large parts of eastern Ukraine, renounce NATO membership, limit its armed forces, and accept sanctions relief for Russia — while offering Kyiv no binding security guarantees.  

 

Ukrainian and European officials privately described the proposal as indistinguishable from Russian war aims, warning it would reward aggression and invite future conflict. Several analysts noted linguistic similarities between the draft and previous Russian policy documents.

 

Concerns have also focused on the administration’s new National Security Strategy, which marks a sharp departure from decades of bipartisan emphasis on defending democratic alliances. Instead, the document frames foreign policy as a series of transactional deals and portrays Europe as a strategic burden, while calling for improved relations with Moscow.

 

Russia’s positive reaction to the strategy has only deepened unease. Russian officials reportedly described the NSS as broadly consistent with their own worldview, while historians and security experts warned it risks undermining NATO cohesion and weakening deterrence  

against future Russian aggression.

 

Trump has repeatedly dismissed criticism as politically motivated, insisting that ending the war quickly is his priority. Yet critics argue that sidelining experienced diplomats in favor of business-oriented negotiators risks trading long-term European security for short-term economic promises — a strategy many note has historically failed in dealings with the Kremlin.

 

Former intelligence officials caution that whether intentional or not, Trump’s policies are increasingly converging with Moscow’s strategic goals at a moment of heightened instability in Europe.
