Police chiefs are warning that Labour’s plan to jail fewer offenders will unleash a nationwide crime surge and push already struggling forces towards bankruptcy. Under the Government’s Sentencing Bill, shorter prison terms will be scrapped and more criminals released early — a move senior officers say will leave dangerous repeat offenders on the streets while forcing police to absorb an £800 million cost burden.

Some forces, including Lincolnshire and Gloucestershire, are already close to financial collapse. External auditors have warned that Lincolnshire Police may even be forced to issue a Section 114 notice — effectively declaring bankruptcy — without emergency funding.

Leaders inside the National Police Chiefs’ Council say the reforms will stretch resources so thin that investigation times will lengthen, 999 calls will take longer to answer, proactive crime operations will be cut, and some crimes will simply go unattended. One source described chiefs as “despairing,” warning of “horror stories” of reoffending next year.

There are also fears the policy will directly undermine the Government’s pledge to halve violence against women and girls, with offenders who would normally be jailed for domestic abuse and sexual crimes remaining in the community.

Home Office analysis now estimates the policing cost at £800 million, double earlier projections — yet December’s police funding settlement set aside no extra money for forces. NPCC chair Gavin Stephens predicts overall crime could rise by up to 6 percent in a single year once the reforms take effect.

Senior officers say forces will face brutal choices — shrinking neighbourhood policing, cutting visibility, and scaling back operations against serious organised crime — unless ministers step in with funding before the Sentencing Bill comes into force next year.
