In fact, the State Dept was only one of several depts ihat signeed off n what you call "selliing off uranium to RU" In fact it was mainly the Commerce Dept's issue but several other depts were required to sign off on the deal. The first Trump administration looked for evidence to pursue a criminal investigation and found nothing.

Since the conflict has started, Iran has seen an extra $3 billion swell its coffers because of the increase in the price of oil, eclipsing the $400m in 2015. The collapse of the ruble means that these days, that $3bn goes much much further that the $400m in 2015, which was one of Rubio's main objections, that the cash would allow significant upgrades to Iran's defences (it barely made a dent on the estimated cost of their nuclear programme).

The $400m amounted to about 8% of the Iranian 2015 defence budget; a significant sum, but not exactly game changing. But if $400m was a truely remarkable amount that allowed Iran, as Rubio claimed, to significantly increase its missile forces, then the money its making right now will pay for a nice little upgrade of battle proven Russian and North Korean munitions, and the shove to allow them to finally retire their now ancient US and UK made armoured vehicles. Prior to the war, Iran's defence budget was $8bn, or which $40m was spent on imported equipment, mostly Russian.
