Cambodia launches $1B hydropower mega project

Cambodia has broken ground on a $1 billion pumped‑storage hydropower dam in Koh Kong province, a landmark development aimed at boosting energy independence and clean power production.

On 12 April, Minister of Mines and Energy Keo Rattanak announced the start of construction on the upper Tatai River, confirming that the project is being developed with China National Heavy Machinery Corporation (CHMC). With a planned capacity of 1,000 megawatts, it will be the third‑largest pumped‑storage hydropower facility in Southeast Asia.

“This is a historic project built during Hun Manet’s term,” Rattanak said, stressing that it demonstrates the government’s commitment to delivering tangible results. He noted that Cambodia has never before implemented pumped‑storage technology, which allows water to be stored and released to stabilise energy supply and support sustainable water management.

The minister explained that the project will complement Cambodia’s existing hydropower portfolio, which includes Kamchay Dam in Kampot, Kirirom Hydroelectric Power Plant 3, and the Lower Sesan 2 in Stung Treng province. Once operational, the Tatai dam is expected to generate around $600 million in tax revenue over 40 years, while strengthening national energy security.

Rattanak also highlighted the role of Chinese support, saying the project would not have been possible without Beijing’s backing. He added that the advanced technology being integrated will reduce operating costs and pave the way for greater investment in solar and wind energy.

In regional terms, only Vietnam currently operates a pumped‑storage hydropower plant of similar scale, at 1,200 megawatts. The Philippines is building a 1,400 megawatt facility due for completion in 2030. Cambodia hopes to finish its project by 2029, positioning it as the second‑largest in Southeast Asia.

Officials say the dam will help Cambodia reach its clean energy targets of 63 percent by 2025 and over 70 percent by 2030. For Koh Kong, the development marks a major step in transforming the province into a hub for renewable energy, while signalling Cambodia’s ambition to play a bigger role in the region’s energy future.
