Cambodia drafts new conscription law

Cambodia’s Cabinet has approved a draft law on compulsory military service, reviving a policy that has long existed on paper but never been fully enforced.

Prime Minister Hun Manet chaired Thursday’s meeting at the Peace Palace in Phnom Penh, where ministers backed the legislation under an urgent procedure. The draft sets out obligations for all citizens aged 18 to 25, with service lasting two years. For women, participation would remain voluntary.

Military service was first introduced two decades ago, requiring 18 months of duty, but implementation has been patchy. Hun Manet signalled last year that his government intended to extend the duration to strengthen training and readiness.

Officials say the new framework, consisting of eight chapters and 20 articles, is designed to modernise national defence and instil patriotism, discipline and civic responsibility. A government statement described military service as both “an essential duty and a great honour” for citizens.

Observers, however, warn that corruption and inefficiency could undermine the law. Independent analyst Meas Nee said Cambodia must ensure the system is transparent, pointing to concerns about “ghost soldiers” on payrolls and inflated troop numbers. He argued that reforms should focus on strengthening existing forces and military technology, noting past conflicts with Thailand highlighted gaps in capability.

Economic pressures also loom large. Recruiting more soldiers could strain resources, Meas Nee cautioned, urging the government to balance defence needs with the country’s financial realities.

The Royal Cambodian Armed Forces already play a role beyond defence, assisting in social development and emergency response. The new law aims to formalise obligations while addressing future challenges.

For Hun Manet, the legislation is part of a broader push to reinforce national security and demonstrate decisive leadership. But whether conscription can be implemented fairly and effectively remains a pressing question for Cambodia’s young citizens.

I think we all know the answer already, and so do Cambodia's young citizens.

It will be one giant racket, not unlike conscription in Thailand.
