Former President Rodrigo Duterte has appointed British barrister Peter Haynes as his lead counsel for his crimes against humanity trial at the International Criminal Court. Haynes, known for securing a rare acquittal for a Congo leader in 2018, replaces Nicholas Kaufman, whose contract ended on March 31, 2026. Haynes is set to participate in a status conference on May 27, as the ICC prepares for Duterte's trial.

Haynes previously led the defense of Jean-Pierre Bemba, former Vice President of the Democratic Republic of Congo, achieving a historic acquittal at the ICC Appeals Chamber in 2018. This acquittal overturned Bemba's previous conviction for war crimes and crimes against humanity. Haynes' extensive experience, including his role as a former president of the International Criminal Court Bar Association, positions him as a formidable addition to Duterte's legal team.

Kaufman has expressed confidence in Haynes' ability to ensure effective representation for Duterte. The change in legal counsel occurs just weeks after the ICC's Pre-Trial Chamber confirmed charges against Duterte, citing his significant role in extrajudicial killings during his anti-drug campaign. Judges found substantial evidence for the murder of 76 individuals and two attempted murders.

The ICC's Trial Chamber III will decide on the trial commencement date following the upcoming status conference. As the trial progresses, Haynes' expertise is expected to have a notable impact on the defense strategy. Duterte's controversial "war on drugs" has resulted in a reported 6,000 deaths according to police data, though human rights groups estimate the toll may be as high as 30,000.

Seems like a good appointment, I hope he is released. If Duterte deserves to be held accountable by the ICC many others should be held accountable ahead of him.
