Russia has reportedly completed the first batch of 20 advanced Sukhoi Su-35 fighter jets for Iran, marking a significant step in Tehran's long-running effort to modernise one of the world's oldest combat air fleets. While the aircraft remain in Russia for now, their eventual delivery could reshape the military balance across the Middle East.

Iran's ageing air force nears a turning point

According to Military Watch Magazine, the first 20 Su-35 fighters have been built and are awaiting transfer to Iran. Leaked documents from late 2025 suggest Tehran ordered a total of 48 aircraft, although the initial batch has yet to leave Russian territory.

Iran's air force still relies heavily on ageing US-built fighters acquired before the 1979 Islamic Revolution. Decades of sanctions and spare parts shortages have forced engineering teams to keep increasingly obsolete aircraft operational, creating a constant maintenance burden.

Air base damage slows delivery plans

The transfer could face short-term delays after reports of infrastructure damage at Hamadan Air Base. Repairs are reportedly needed before the new fighters can be safely deployed, with Tehran continuing to cover maintenance costs while the aircraft remain in Russia.

Despite the delay, the programme signals a major upgrade in Iran's air combat capabilities after years of relying on ageing equipment.

Moscow accelerates fighter production

Russia is also expanding production to meet growing demand. United Aircraft Corporation director Vadim Badekha confirmed in May 2025 that manufacturing capacity was increasing, with factories under pressure to deliver more aircraft.

The decision to prioritise export orders is expected to reduce the number of new Su-35s available for Russia's own air force in the coming years, highlighting the Kremlin's willingness to support key strategic partners.

Regional stakes rise despite sanctions

The Su-35 is capable of flying nearly 1,000 miles and operating from relatively short, basic runways, giving Iran a far greater ability to project military power across the region. Reports from June also claimed Tehran has ordered 12 Su-30SM2 fighters and is exploring the purchase of fifth-generation stealth aircraft by 2030.

The production surge comes despite extensive Western sanctions. A 2025 investigation cited by the Kyiv Post found that crashed Russian aircraft contained hundreds of Western-made electronic components, with researchers alleging Moscow continues to acquire restricted technology through shell companies.
