Received from UOB bank a CRS form which I have to complete.

Been asked for tax residency. Since I permanently live in Thailand that is obviously Thailand.

Though I receive a pension in Belgium, which I never transfer to Thailand, and have to complete a tax return in Belgium. My pension is below the threshold, so tax-free.

So should I add Belgium as a tax residency on the form?

Depends whether you are officially a tax resident in Belgium under their rules. However it would do no harm to add especially as you do a tax return.

In the UK there are residency tests (mainly days spent in UK based) and I am officially non resident for tax - but still pay a sh*t load of taxes to HMRC ☹️

Well I would prefer them to know as little as possible, since I have to add my Belgian TIN, which is actually the same as my national register ID, which isn't mentioned in my passport.

I just googled it, and I think to understand from the result, that I'm not a tax resident.

A Belgian citizen spending less than 180 days in Belgium is generally classified as a non-resident for tax purposes. For personal income tax, Belgium will only tax you on your Belgian-sourced income (such as rent from a Belgian property or income from a Belgian employer) rather than your worldwide income. [1]
