Not in my experience. Used to stay there about 15 years ago for a few days at a time for business purposes. Stayed in Prince Palace hotel upon the BoBae Tower. Hotel was pretty good.

Other than a Chinese meal or buying items of clothing by the dozen at the nearby wholesale market, there is virtually nothing to do.
