FBI chief in Cambodia for cyber scam talks

The head of America’s top law enforcement agency has met Cambodia’s prime minister to push for tougher joint action against online scam networks that are cheating victims worldwide out of billions.

FBI Director Kash Patel held talks in Phnom Penh with Hun Manet on Wednesday, focusing on how the two countries can cooperate more closely to dismantle scam centres operating across Southeast Asia. The meeting comes just days after Patel attended a regional summit in Thailand, where officials from nearly 20 nations discussed the growing threat of industrial‑scale fraud.

A United Nations report this week estimated that scams cost the Asia‑Pacific region as much as $114 billion in 2025. Despite raids on compounds in Myanmar, Laos and Cambodia, criminal groups have adapted by shifting operations elsewhere or downsizing to avoid detection.

The FBI chief’s visit underlines Washington’s concern that Cambodia has become a hub for cybercrime, with scam centres often linked to human trafficking. Thousands of foreign workers are lured with false job offers, only to be forced into running “romance” and cryptocurrency scams under near‑slavery conditions.

The US Embassy in Phnom Penh described the crackdown as a “top priority” for Washington, praising Hun Manet’s pledge to tackle the problem. It said Patel’s trip reinforced the need for stronger cooperation, including holding senior scam bosses accountable and exposing officials complicit in protecting the compounds.

Cambodia insists it has stepped up enforcement this year, with authorities promising harsher penalties and tighter inspections. Patel’s talks also touched on wider transnational crimes such as drug trafficking and human smuggling, where intelligence sharing is seen as vital.

Hun Manet announced that Cambodia will host an international conference on cyber scams in September, signalling a desire to show progress and reassure foreign partners. For the FBI, the challenge is clear: online fraud has become a global industry, and Southeast Asia remains one of its most dangerous breeding grounds.

The message from Phnom Penh is that the fight against scams will require more than raids — it will demand sustained cooperation, transparency and accountability if victims worldwide are to be protected.
