Exist, yes, and actually pretty good. Observed and followed by all, NO, both Thais & foreigners ignore many, myself included. Only difference is, I drive safely, legally or illegally at times. Others, not so much, legal or illegally. To the topic, foreigners are their worse enemies on the roads it seems, not the Thais. Problem seems to be too many single vehicle accidents involving, unlicensed, uninsured Brits and the main issue. That problem and issue, is theirs alone.
