Israel’s prime minister Benjamin Netanyahu has rejected US President Donald Trump’s 15-point plan for Gaza, saying Israeli forces will not withdraw until Hamas is “genuinely” disarmed.

Speaking at a cabinet meeting on Sunday, Netanyahu said Israel “rejects the 15-point document” and that the Israeli military “will not carry out any withdrawal until Hamas is genuinely disarmed”. He added that Israel would continue to “thwart threats against our forces and our citizens”.

Withdrawal tied to Hamas disarmament

The position marks another setback for Trump’s proposal, which was announced in September and centres on disarmament, an Israeli troop withdrawal and reconstruction in Gaza.

Netanyahu said discussions were under way with US officials about how to proceed. He said some ideas were acceptable to Israel and others were not, adding that Israel intended to “stand our ground” on key points.

He also faced pressure from members of his right-wing coalition to adopt a harder line on Gaza, and there have been calls from far-right figures to vote again in the cabinet and end the plan. National Security Minister Itamar Ben-Gvir dismissed the draft as “not acceptable”.

Hamas conditions on “ending aggression”

Trump’s administration had said its plan would rely on an agreement reached last month for the “complete disarmament” of Hamas and other armed groups in Gaza, overseen by a US-led structure described as the Board of Peace.

Hamas, however, said any handover of heavy weapons would depend on Israel ending “all forms of aggression” and withdrawing its forces from Gaza.

A Hamas official told the BBC on Sunday that the group “reaffirms it commitment” to the agreement and was ready “to engage seriously and responsibly in implementing” the 15-point plan. The official called on mediators to ensure “that all parties comply with what has been agreed”.

Israel has continued to carry out strikes in Gaza since agreeing to an initial ceasefire in the territory last October.

US envoy defends the approach

Nickolay Mladenov, a senior diplomat tasked with implementing Trump’s Gaza plan, defended the proposal on Sunday and said talks were ongoing in the hope of a “positive outcome”.

In comments to Israel’s Channel 12, Mladenov said Israel had been asked “to give the process a chance” and that the plan was “the only way forward” to prevent a repeat of the 7 October 2023 attack by Hamas.

He said the draft is designed as a process that is “verifiable” and “reversible”, adding that it could be stopped at each stage. Mladenov also said Israel would not be required to withdraw until it could be verified that Hamas had taken steps towards disarmament.

Conflict and displacement

The war in Gaza began after the Hamas-led attack on southern Israel on 7 October 2023, in which about 1,200 people were killed and 251 were taken hostage, according to Israeli statements.

More than 1.9 million people, or 90% of Gaza’s population, have been displaced since the war began, according to the United Nations. The Gaza health ministry has reported that more than 73,000 people have been killed; the UN considers the figures reliable.

Oh I think they both know very well what they are doing, and both, in their own way are being successful.

Nethanayu has played upon Trumps narcissistic desire to be praised and publicly admired to lure him into a war with Iran, a war which he (Netanyahu) needs to stand any chance of re-election in November, else he faces prosecution and possibly imprisonment.

Iran on the other hand, having been attacked has realised that Trump (nor his military leadership) has any coherent plan for this war beyond unleashing aerial bombardment against their country. A bombardment which shows no signs of leading to victory, and is costing the USA vast amounts of money. They understand that Trumps lack of geographic knowledge and military ignorance means that he fundementally misunderstands that he cannot control the Straits of Hormuz from Wahington DC. They understand, as they have for generations, that all they have to do is wait. They will remain implacable enemies; they are good at being implaccable enemies and at waiting.

They (or rather Trump) have managed the remarkable feat of managing to transform what was a thoroughly vicious and cruelly repressive regime, shunned by much of the world into being the injured party!

If Netanyahu continues to disagree with Trump, there is only one choice for our magnificent MAGA hero; Trump needs to attack Israel in order to achieve regime change. Such a move may also be popular be very popular with the American public, and thus help Trump's election campaign in 2028 and this year's mid-term elections.

Trump must be getting really p'd off with Bibi. First there is Bibi's rejection of the Trump peace plan attempts with Iran. Second Bibi won't take his foot off the gas in the flattening of Gaza (meaning Trump and family can't move forward on their luxury redevelopment schemes there). Seems Trump is really up the creek at each turn. Good.

Bibi never gets tired of beating those war drums. Why waste a good war with peace? The Israeli people expect war until every last Arab is gone, and they don't care how.

Israel’s Prime Minister Benjamin Netanyahu has rejected a 15-point US-backed roadmap for disarming Hamas in Gaza, but senior US officials and Israeli political observers said the stance is unlikely to end the process.

The White House has not issued an official response. A senior US official, quoted by Israeli journalist Barak Ravid, said Washington was “not bothered” by Netanyahu’s remarks and framed them as election-focused rhetoric as Israel heads for a general election on 27 October.

The official added that Washington expects Israel to continue following US requests, “especially regarding restraining attacks in Gaza”, according to the report.

In recent days, Israel’s strikes in Gaza appeared to slow, after Hamas had demanded that Israel pause as part of its acceptance of the US roadmap.

Possible movement on the stabilisation force

There are also signs Israel may be preparing to advance Trump’s Gaza plan, including arrangements for the deployment of the International Stabilization Force (ISF). The force would comprise international troops expected to work with a new Palestinian police service to secure the territory.

Israeli public radio, Kan News, reported that construction of the first ISF base is still scheduled to begin at the end of this month in the area of Rafah in southern Gaza, amid the ruins there. That would allow reconstruction to start, according to the report.

In July, Donald Trump said the Board of Peace had reached a “major milestone” toward ending the war. Posting on his Truth Social platform, the US president said the framework calls for the complete disarmament of Hamas and other Palestinian armed groups in Gaza.

The plan is intended to be implemented in phases. It envisages all weapons being decommissioned and stored by a new Palestinian administration in Gaza, which would report to the Board of Peace, while Israeli forces withdraw from more than 60% of the territory they currently control.

Senior Hamas officials confirmed they had agreed to the framework, stressing that it depended on mutual compliance by Israel. The UK welcomed the announcement, and the European Union said it was a “crucial step”.

Israel’s delayed response and Netanyahu’s conditions

Israel took more than a week to provide a formal response to the roadmap. An Israeli spokesman said the plan did not “reflect Israel’s positions”. A far-right government minister, Itamar Ben-Gvir, said on X that the deal was “unacceptable”.

Mainstream opposition figures in Israel also voiced concerns, including over whether all small arms would be decommissioned and how the sequence of steps would work in practice.
