Malaysia housing plan targets clearer strata ownership costs

Malaysia’s new National Housing Policy proposes that buyers of strata homes should be shown estimated long-term maintenance and replacement costs, not merely the purchase price and monthly charges.

Looking beyond the sale price

The National Housing Policy 2026-2035 takes a life-cycle approach to housing. Under the proposal, sale and purchase agreements for strata homes could include estimates for maintenance and future replacement costs across a building’s useful life.

Strata properties include apartments and condominiums where residents own individual units but share responsibility for lifts, corridors, pools, landscaping and other common facilities. Owners pay maintenance charges and contribute to a sinking fund, so the condition of shared assets can affect costs and property value.

Management changes

The policy also proposes stronger performance assessment for strata management, professional training for building and property managers, and amendments to the Strata Management Act 2013. It aims to strengthen Joint Management Bodies and Management Corporations, which oversee common property at different stages of a development.

For older or public housing, the policy envisages building-condition and dilapidation reports to inform maintenance and urban-renewal decisions. Officials want spending judged on whether it is adequate and sustainable, rather than simply whether fees are low.

What it means for foreigners in Malaysia

Foreign buyers considering a condo or other strata home should treat future maintenance, sinking-fund contributions and building management as central due-diligence checks. Clearer disclosure would help buyers compare the real long-term cost of ownership, but the changes remain policy proposals rather than immediate requirements.
