What is the process for applying for Thai Permanent Residency if you have been living in Thailand continuously and legally for more than five years on a retirement visa?

I have not worked in Thailand and therefore have not paid Thai income tax. I have simply been living here legally under a retirement visa/extension.

Does anyone have experience with whether this qualifies you to apply for PR, or whether working and paying taxes in Thailand is a requirement?

Any advice or firsthand experience with the process would be appreciated.

I hear it's easier in the Philippines, Cambodia and Guatemala. The first two have no income requirements. YMMV safety wise
