I can't answer all your questions but,

I think the border is NOT open until 10pm. Went through after 7pm a few months back and it seemed like we may be the last bunch through. Perhaps 8pm.

While they're open, you can pay and get your visa there (don't forget the pic).

Mini bussses from Udon and the Airport leave regularly. Allow under an hour for the trip.

Remember when you come back, no matter how much you liked it, to tell everyone how much better Thailand is... We want to keep how awesome Laos is our secret ;-)

I think it's 8am till 8pm. Being Lao it's flexible though.

The Udon to Nong Khai buses are hourly. The bus from the airport leaves after the plane arrives. If you're think about arriving on the the early BKK flight you'll get to the border about 9am which is a busy time, allow an hour to get through then if you're visa chasing you'll be at the Royal Thai Embassy about 11am.
