Tourist Visa To Thailand From Penang

Hi,

I am a Pakistan national, holding Pakistani passport. In the past I have traveled to Singapore, Thailand and Dubai, meaning thereby I have a travel history.

In November, I would be going for some business work to Malaysia ( Kuala Lumpur ). There is a 30% chance that my business work finishes earlier than expected. And in such a case , I would like to visit Phuket ( Thailand ) for 3 to 4 days, before starting my journey back-home. As it is not confirmed, so I am not applying for tourist visa to Thailand here in Pakistan, as I would not like to waste visa fees charges.

Will Thai Consulate in KL or Penang, issue me a single-entry tourist visa ? If yes, then what are their charges and required documents.

Please advise.
