The use by date is the last date of visa validity, that is all entries must be made by that date. You shouldn't have to have an outbound airticket because you will have visa/s. There should not be any hassle getting another visa down the track. Remember that each 60 day tourist visa can be extended for up to a further 30 days at an Immigration Office in Thailand.
