US citizen asks....What does this mean?

" If you want your income tax to be exempted in Korea, Please check tax convention between both government of you and us whether tax can be exempted or not. if it can and you want to be exempted, you need to file me the Certification of Residence issued by your government. "

I have filed my taxes every year including my time overseas.

Is this a special requirement?

Is there an advantage to filing this/ can I get it at the US Embassy?

Is it even necessary?

In the past I just claimed the foreign income exclusion and paid the foreign tax.

I don't want to get screwed fiancially and get put in the wrong tax bracket in Korea.
