It depends on the host, and registrar. Was it initially set up in your name, or did you give free rein to your webmaster.

If your name is on the account you should be able to get the info using your cc details, if not you have no chance. Think of it like a bank account (yes they are that strict).

thank you very much for that info my webmaster has the lot and unfortunatly hes not to be trusted

Just to clarify, is the website in your name or the name of the 'webmaster'?

When you get web design work done you should insist (in the contract or agreement) on being given a full copy of the source and that the domain be registered in your name (and that you have the password to the domain management account). If someone is maintaining the site for you, you should also insist on being given a full backup on CD at periodic intervals.

If they won't agree to all of the above find someone else. Retaining exclusive access to the source and domain management are very common practices to try and encourage customer 'loyalty'. Domain resellers are particularly bad for this.
