Recently, within the last 2 weeks, it seems I might be having DNS issues.

Websites just aren't loading (sometimes TV doesn't load); IP addresses take a while to show up on trace routes, and a lot of "network error" or "network not responding" errors while generally surfing the net.

Are these indications of DNS troubles? How do I rectify the issue? Can it be rectified by the end-user? If it helps, I'm on True.

Could be many things. You can try rebooting your moden or router and see if it immediately makes things better, in which case it could be a port sharing issue. Try switching your dns servers to opendns.com to rule out dns issues.
