I don't think so. There's nothing in it for Putin. If he uses a small tactical nuke in Ukraine, let's say Dnonesk, the US, it's allies and NATO can respond with a massive conventional weapons retaliation much in excess of the damage a small tactical nuke would cause. Crimea could be flattened in a day. Of course we have got here because the lame duck Biden has decided escalation not negotiation is the way to go. I wonder what would happen if Putin uses a tactical nuke within Russia? Kursk for example. -
