Hi, I wonder if someone can help me clear up the confusion over the toruist visa.

Basically, I had three 30 day tourist visas int he last four months in Thailand. I am now in Vietnam, and want to return to Thailand for a few weeks. A visa service place in Pattaya told me I'd be fine, because the restrictions applied to "visa-on-arrivals", and I would be able to get a tourist visa at the Royal Thai embassy in Vietnam. Is this true?

Specifically, I had a non-imm B working visa for Thailand for last two years. I was offered a company transfer to our office in Korea, so they cancelled my work visa. However, the Korean partners weren't ready to open the partnership until end of June, so I took a three-month holiday travelling around Thaialnd and exiting on expiry to travel around Cambodia and Laos. When the three months were up, the company got me a one-month assignment in Vietnam where I have been for the last four weeks. Now I have 3-4 more weeks to await on the Korean assignment and a return ticket back to Thailand (where all my gear is stored). I would like to take the return ticket, visit friends for 3 weeks and then grab the rest of my gear before heading to Korea. Is this possible....Or am I completely locked out of Thailand for the next 6 months? Or can I get a 30 day tourist from the embassy here next week, or even a transit visa?

Appreciate any advise at all.

The 90 days in six month rule only applies to visa exempt entry. It does not apply to visa on arrival (15 day visa) or any other visa. As you have not advised your passport country it is hard to be sure what you have been doing but will assume your name means a Canadian passport in which case you could not have received 30 day tourist visas but actually used 30 day visa exempt entry - which is subject to 90 day max in a six month period. If you have used your allotted entry you can still enter with a valid tourist visa from a Consulate.

Yes , it seems that you do not really know what you have been using as VOA are for 15 days as said.

As Lopburi says, reading between the lines you need a tourist visa from a Thai Embassy or Consulate
