Need to get a new non b - can this be done in Lao? Never been there and can't stand KL / Panang / Singapore again.

Also for a Thai they can go to Lao on there ID card or do they need a passport?

Yes, you can get apply for a single entry non B visa. Recent reports on this forum suggest that the Thai Consulate in Laos is checking documents carefully and insisting on the correct paperwork including the WP3 receipt that you get when you apply for your work permit (this is the 'Letter of Acceptance' referred to in the list of documents)

My wife tells me that local Thais can apply for a single use day pass at the Laos land borders - it requires photos and costs about 30 baht.

You said you wanted a new non B visa.

If you already have a work permit, then KL is your best bet locally for a one year non B multiple entry. Even there you will need special markings from labour inside your work permit; please check this link for details Special WP Stamp for KL Multiple non B
